Bipartisan agreement on “reform”

Surprisingly, that means they're wary, even hostile, to the new system. That's because stricter standards for evidence — and the idea that defendants are innocent until proven guilty — mean that sometimes the bad guys are acquitted. Historically, though, even before the reforms, criminals routinely escaped justice. They're trying to raise the bar for police and prosecutors so that they develop the skills and protocols that are necessary to ensure that they are more effective They can't get away with the kind of evidence tampering and forced confessions that were so prominent throughout the country.
